What was needed

Why integrated contracting avoids the bottleneck

The classic electrical delay on a project does not happen during construction: it happens at the end. The structure is up, the finishes are done, and the building cannot be energised because the application was filed late, or because what was built does not match the approved design and the network operator asks for corrections.

That problem is born of fragmented contracting. When one engineer does the design, another company builds it and nobody owns the permitting, every comment opens an argument about whose fault it is while the programme runs on. With a single contract that grey area disappears: whoever designed it built it and answers to the operator for it.

As early as possible. Depending on the size of the project and the operator's workload, but it is worth filing when the build is only just starting. A design approved in time stops being an issue; one filed late dictates the handover date.
