Design, supply, installation and commissioning of the closed-circuit television system of a residential complex in Madrid, Cundinamarca, under a single proposal approved at a general meeting.
What was needed
In a residential complex the obstacle is rarely technical: it is that the work has to be justified before a board or a general meeting, with a proposal someone who is not an engineer can follow. The complex needed to upgrade its video surveillance without having to coordinate between a separate designer, equipment supplier and installer.

Turnkey: why it matters in an owners' association
An owners' association has no technical department. When CCTV is contracted in pieces — an engineer designs it, a supplier sells the equipment, a third party installs it — the coordination ends up falling to the property manager, who has no reason to know about video surveillance systems. And if something fails later, each supplier points at the other.
Turnkey contracting moves that responsibility to whoever should be carrying it. The association approves a single proposal, receives a working system and has one point of contact for the warranty. And in general-meeting terms, it is far easier to justify one decision than three.
